大家晚上好!非常歡迎大家光臨中國駐曼徹斯特總領事官邸，出席我的到任招待會。

It is indeed a great pleasure to welcome you to my residence on this happy occasion this evening. Thank you for honoring us with your presence.

我們全家於10月27日抵達曼徹斯特。一個多月來，我們結識了很多新朋友，瞭解了不少領區情況。雖然冬天已經降臨，天氣開始轉冷，但我們依然感受到了領區政府、人民和僑界對我們的友好與熱情。我們很快地適應了在這個美麗而友好的城市的新生活，衷心感謝大家對我們的支持和幫助。

My family and I arrived in Manchester on 27 October. Since then, we have met many new friends, and learned a lot about the United Kingdom and in particular, our consular area. Although winter is just around the corner, we feel the warmth of the local councils, the local people, and the Chinese community. And we have found ourselves quickly adapted to our new life in this beautiful and friendly city. Thank you all for your kind support and help in the past month.

我到曼徹斯特的時間雖然不長，但這一個多月的感受，使我更加認識到中英關係的重要性。近年來，中英關係保持着良好發展勢頭。以領區為例，雙方的經濟合作關係在互利基礎上穩步向前，文化、教育、科技等各領域的交流充滿活力而富有成果。明年還將迎來中英建立大使級外交關係40週年，兩國關係面臨着新的發展機遇，我們對中英友好合作關係的發展充滿信心。中英關係的發展不僅符合中英兩國的根本利益，更是對世界和平發展的重要貢獻。

This is my first tour in Manchester. But my one-month experience here has already enabled me to see how important China-UK relationship is. In recent years, China-UK relationship has picked up a good momentum. Take our consular area as an example. Its economic cooperation with China continues to grow steadily to our mutual benefit. Exchanges in cultural, educational, scientific and technological fields are dynamic and productive. As we look forward to the 40th anniversary of our ambassadorial- level diplomatic relations next year, we are confident that our friendly relations and cooperation will continue to grow. This will not only serve the fundamental interests of our two countries, but will also contribute to peace and development of the world at large.

今年是社會經濟發展十二五規劃的開局之年。根據該規劃，在今後五年內，中國將致力於進一步深化改革開放、加快經濟發展方式轉變，實現科學發展，積極擴大內外需求，提高利用外資質量和效益，並支持中國企業走出去，全面參與國際合作。未來五年，每年我們將進口超過一萬億英鎊的'商品。這必將為中國與英國以及世界其他地區的經濟合作帶來巨大的商機。

This year is the starting year of China’s Twelfth Five-Year Plan for Social and Economic Development. According to the Plan, China will continue to deepen reform and opening-up and change the pattern of economic growth so as to obtain scientific development. We will expand domestic demands, make better use of foreign investment, and support Chinese businesses in “going global”. It is estimated that China will import more than 1 trillion pounds of goods every year in the next five years. This will bring about tremendous opportunities for economic cooperation between China and the UK and the rest of the world.

中英兩國同為世界上有影響力的國家，兩國經濟充分互補，合作具有先天優勢。我們歡迎英國工商界人士積極參與中國改革和現代化進程。一些英國朋友告訴我，英國目前正在採取措施，爭取早日徹底走出國際金融危機的陰影，英國歡迎來自中國的投資，也希望將其富有競爭力的商品出口到中國。本月初在倫敦成功召開了中英基礎設施投資大會，向兩國企業界發出了明確信號。我們希望與英方一道，努力增進相互瞭解，鼓勵兩國企業開展合作，推動中英全面戰略伙伴關係向前發展。
